What is a home cupcakery?

A home cupcakery is just a cupcake bakery that is out of my home kitchen instead of a commercial kitchen. As a result, I only sell products that qualify as "non-hazardous baked goods" by Wisconsin standards, meaning they don't have to be refrigerated. The home cupcakery is also not inspected by the WI Department of Health Services or local health departments

Unfortunately no, due to Cloudberry being a home cupcakery Wisconsin does not allow the selling of cream cheese frosting as it has to be refrigerated.
